That is sooooo true. If the owner of the restaurant doesn't have his management take care of the areas that the customers see... just imagine how the areas look that we don't see, especially in the back of the restaurant where the trash cans are. If it's an ugly mess back there, you can guarantee rats are around!! And those creepy disgusting rats will find a way into the kitchen and set up residence.
But I do agree with joebert, there are some good restaurants out there to go to, and I am sure you already know where they are.
